According to the text, the triggering event is the purchase of a `Victory` card. Therefore, any `Black Cat` cards drawn by the `Black Cat` wouldn't have that triggering effect valid (they were not avaialble when the `Victory` card was gained.

Is there an official ruling on this?

I think that you could react with just-drawn Black Cats after you finish resolving the current one - that's because you could've had more than one Black Cat in hand (you are not required to reveal your whole hand), and you react with them one-by-one anyways (as with other Reaction cards) m_knox (talk) 15:59, 18 March 2020 (EDT)

It is addressed officially in the Menagerie rulebook, under Reactions:

"If playing one of these Reactions draws you another Reaction that can be used at the same time, you can use it, and so on. For example, you might have one Black Cat in hand when an opponent gains a Province, play it, draw another, play it, draw another, play it."

In general, triggers open up a window of time. If new effects are adding during that window, they can still be triggered too, even though they weren't around when the window first opened. Crlundy (talk) 16:26, 18 March 2020 (EDT)

Which info does "If another player gains a Victory card during your turn (for example, if you give them an Estate with Ambassador), you can react with your Black Cat, but you will not give out any CurseCurse.jpgs." give, that are not already covered by official FAQ? Which info is missed and needed in "The reaction is applicable also in your turn (e.g. when you distribute Estates with Ambassador)."? --D-Kollektiv (talk) 03:53, 5 April 2021 (EDT)

That information is implied by the official FAQ, but not explicitly stated. So it doesn't add any new information; it just puts the information in a clearer form that is harder to miss and doesn't require adding up the entailments of several different statements to draw the conclusion.
