To overdraw your deck is to have the capability to draw more cards than your deck actually contains: once you have drawn your whole deck, there still remain unused sources of additional +Cards in your hand. There are advantages and disadvantages to building a deck with overdraw capacity. On the negative side, overdraw indicates inefficient deck-building and incurs opportunity cost: you have devoted resources to gaining more draw cards than you can use, when you could have been gaining useful payload. On the other hand, having extra draw cards reduces the likelihood of having a dud turn when where you simply don't have your draw cards in hand to begin with. Moreover, it can sometimes be efficient to first build some overdraw capacity, and then begin gaining payload stop cards to make use of that extra draw once you know you'll be able to draw them reliably; if you can gain cards during your Action phase, overdraw may allow you to gain cards and then immediately draw and play them.
