You're correct that the style guide indicates linkage once per section, but that's for wikilinks (e.g., [[Dominion#Awards]]). Template links (e.g. {{Card|Province}}) are supposed to be linked at every occurrence. If you think it should be otherwise, that's a separate discussion, but so far I'm pretty sure this is how we've been linking things.
