Look through your discard pile. Shuffle all but up to 5 cards from it into your deck. Gain a Duchy.

Annex is an Event from Empires. It allows the buyer to gain a Duchy and reshuffle immediately, leaving out up to five cards that they don't want to draw before their next reshuffle.

Annex is a dud, sure. It was part of a long line of duds and one of them finally made it out; at least it only takes up an Event slot.
