Borrow is rather straightforward: you get an extra coin to spend this turn, but you'll draw one card less next turn. On average, a card is worth more than a coin, so it's definitely not a deal you should make every turn. However, if you absolutely need a certain key card early on, Borrow can be very useful. Late-game, especially in Big Money games, hitting $7 is not as big of a disadvantage anymore, since you can just Borrow to hit Province.

I usually Borrow turn 1 or 2. I never feel bad about that, but sometimes feel like I Borrowed too much later. Obv. you do it late-game any time it does you any good. In games with Militias, it's tempting to constantly Borrow. Take that, Minion. But it's a combo with Minion too, so it evens out.

Retrospective

I would reword Borrow to put the +1 Buy after the "Once per turn."
