:It just defines a "starting point" here. Imagine playing 4 player game, players A, B, C, and D. It's now A's turn, in which he plays {{Card|Swindler}}. Player B reveals a {{Cost|5}}-cost card, and for some reason player A chooses IGG for him to gain. There are 2 Curses left. Who's going to get those Curses? Player A (because it's his turn) and player C (because it was B who dealt the Curses, so B '''skips''' getting one by the "each ''other'' player" wording).
