So at first it would be a Workshop for just that one thing, but if you got another copy, or someone else did, or something got trashed somehow, then it would upgrade. We had some fun with it. Maybe there is more to this concept; I can think about it again if and when. What happened was, it was strong, then I put Cobbler's ability onto it to spice it up (while cutting +{{Cost|2}}), then cut the rest to simplify it.
