I tested "during your turn, when nothing is happening" for a card, but many people were not fans of that wording. "Any time" works for effects that nothing can ever trigger off of, e.g. cashing in a [[villager]] token. The ideal thing is to change the effect into an action card somehow, and then you can play the action whenever you can play actions, which mostly is what you want. so e.g. instead of having "once during your turn, when nothing is happening, you may draw a card" you have "at the start of your turn, gain a {{Card|Horse}} to your hand." But yes, then you have all sorts of differences; but, importantly, you have good timing for your effect and a clear wording.
