Secret History

The first version of this was a duration card that let you get a new hand once during your next turn's Action phase. It never had a good wording, saying "...when nothing is happening..." Some players liked it, but I felt like it was too strong when it was good, and awful the rest of the time. Plus it did have this wording problem. So it changed to working immediately, with +$2, and then into the village that made the set.

Further development comments

I tested "during your turn, when nothing is happening" for a card, but many people were not fans of that wording. "Any time" works for effects that nothing can ever trigger off of, e.g. cashing in a villager token. The ideal thing is to change the effect into an action card somehow, and then you can play the action whenever you can play actions, which mostly is what you want. so e.g. instead of having "once during your turn, when nothing is happening, you may draw a card" you have "at the start of your turn, gain a Horse to your hand." But yes, then you have all sorts of differences; but, importantly, you have good timing for your effect and a clear wording.
