Strategy
Barracks allows you to play an extra terminal Action every turn, which is akin to adding a Village to your deck. However, Barracks guarantees that you will get this extra +Action at the beginning of your turn, whereas you might not draw a village until later in the shuffle. Therefore, Barracks adds reliability in situations where you need an initial village effect in order to take full advantage of your deck’s capabilities (for example, if most of your draw cards are terminal).
Barracks is a fairly expensive Project, so it is often not worth buying for decks that are thin and can reliably draw without it, but it can be an important addition in Kingdoms with limited trashing. In Kingdoms with no other source of a village effect but important terminal Actions, the benefit offered by Barracks may be crucial, upgrading the limit on the number of terminals you can play per turn from one to two.
