Strategy
Playing an Action card with Way of the Monkey offers you a terminal and an extra Buy. This is not generally a particularly powerful effect, but it does add some flexibility, can be very important if there is no other source of +Buy available, and can sometimes greatly facilitate a pile-out.
Using Way of the Monkey is an inefficient way to generate stop cards and amount of terminal space required. However, the flexibility is useful: for example, if you are short of a desirable pricepoint during the early game, you may prefer to play a terminal draw card using Way of the Monkey in order to reach it rather than risk drawing another Action card dead and/or failing to draw another Copper. A more general application is with Action cards you have no other use for, such as Chapel after your deck is clean, or a draw card if you have overdraw and no mid-turn gains to spend it on, or a Necropolis in the opening; a terminal Copper is significantly preferable to a completely useless card.

In the endgame, the presence of Way of the Monkey may reward a careful eye on the Supply piles, especially if terminal space is abundant; since any spare Action card can easily be converted to an extra Buy and , a pile-out opportunity can occur much sooner than it otherwise might, especially if it involves cheap cards such as Ruins.
