Strategy

Oasis is best thought of as a weak Peddler variant: although cheap, it has the major downside of decreasing rather than maintaining your hand size, meaning that unlike other Peddlers it is difficult to use in bulk. As such, it is most likely to benefit a deck that contains some amount of junk or other dead cards for it to discard, or those that benefit from being discarded, like Village Green. Other use cases include decks that can benefit from both the non-terminal, Action-based payload and the small sifting effect while suffering less than usual from smaller hand sizes, such as draw-to-X engines and those relying on Menagerie for draw.

Even if you're not building towards a deck that will eventually make use of multiple copies of Oasis, it can be a reasonable alternative to Silver in the opening, providing slightly less on average but more cycling. On the other hand, it is often skippable if you will be able to quickly thin all of your starting cards.

Theme

You can chain them, and you know, caravans travel from oasis to oasis. But you can only chain so many, due to the discarding, or harsh desert conditions, man I can read a lot into a nearly vanilla card.

Retrospective

I had a playtester who thought Oasis was too good relative to Silver, that you just always buy it over Silver. Time has not been kind to that perspective. It's generally decent though, I tend to get some.
