Emissary is an Action-Liaison card from Allies. It is a terminal draw card that becomes non-terminal (and hands out Favor tokens) if playing it causes you to reshuffle.

- First draw 3 cards; then see if drawing those cards caused you to shuffle. If it did, you get +1 Action and +2 Favors.
- It only counts as shuffling if at least one card was in your discard pile.
Other rules clarifications
- This checks if any cards were in your discard pile, and not how many cards were actually shuffled. So if you use either Order of Astrologers or Order of Masons to effectively shuffle 0 cards back into your deck, you'll still get the bonus from Emissary.
- This checks if its +3 Cards is the effect that you makes you shuffle. So if playing Emissary gets you +1 Card (from Pathfinding), and that makes you shuffle, you won't get the bonus from Emissary.
- But if you use Order of Masons to leave yourself with less than 3 cards in your deck after Pathfinding, then Emissary's +3 Cards will make you shuffle, and that's give you +1 Action and +2 Favors.

Secret History
Initially this had no +Favors on it. It got +1 Favor because it spiced up the card a little; a while later that bumped up to +2 Favors because some Allies cost more than one Favor and they were sure hard to make do anything with Emissary.
Wording
A good starting point is to assume that every time "would" is used, it's a huge mistake. And then work from there.
As usual I like having a good wording for normal game situations; no-one is ever using Order of Masons to make their draw not work. Maybe there is a great wording I missed, but the shuffling check is normally easy to understand.
