Tools is just some new Treasure. There are a bunch and this is one of them. It gains copies of things in play, which plays into the Durations theme; a little preview of tomorrow's preview.
[edit] Why does it cost 4?
There's still a big gap between
and ; it's just, there are all the factors. For example, if you don't want to open with a particular card, e.g. Tools, then it has more leeway to cost despite being in some sense "worth" . Tools is "worth" , but it has better gameplay at , and, crucially, you don't want to open with it.
There have always been lots of reasons for card costs that go beyond some baseline "charge more for more powerful cards." What matters is actual gameplay, and from day one there have been cards that played better if they cost more than they were "worth" or less than they were "worth."[edit] Secret History
This started as an Action for $5 with "Gain a copy of a card anyone has in play." To make it good enough it had to be a Treasure for $4. We worried about the final card a bunch. We tried it at $5 but that played worse. I considered limiting it to gaining Actions, so it couldn't gain a Tools, but in the end it gets to.
