+1 Card +1 Action + At the end of your Buy phase this turn, if you didn't gain a Victory card in it, you may put this onto your deck. |
Treasury is an Action card from Seaside. It is a Peddler variant—a cantrip that gives + . Fitting with the next-turn theme of Seaside, you can place Treasury on top of your deck at the end of your Buy phase to set up your next turn; however, this doesn't work if you gained any Victory cards in your Buy phase.

FAQ
Official FAQ (2022)
- If you didn't gain any Victory cards during your Buy phase, you may put any or all of your played Treasuries on top of your deck at the end of it.
- If you did gain at least one Victory card, all of the Treasuries are discarded normally.
- Victory cards gained outside of the Buy phase, such as with Smugglers, don't prevent you from putting Treasuries on your deck.
Other rules clarifications
In 2022, Treasury was reworded, which changed its topdecking condition from not buying a Victory card to not gaining a Victory card in your Buy phase.
- Returning from your Buy phase to your Action phase (e.g. with Villa or Cavalry) counts as ending your Buy phase, [1] which will let you put Treasury onto your deck. You can potentially do this multiple times a turn.
- If you gain a Cavalry, you get the +2 Cards before you get to put Treasury onto your deck.

Strategy
Treasury is a weak and expensive Peddler variant that offers a small amount of consistent payload even if you can't draw your deck, so long as you don't gain Victory cards in your Buy phase. This benefit is usually insufficient to compensate for its significant opportunity cost, in large part because Treasury's topdecking effect is mostly irrelevant when you have good deck control. Conversely, Kingdoms in which deck control is difficult or impossible may lead to earlier greening, negating the bonus. However, Treasury can be a reasonable form of supplementary payload in the absence of better options, especially if draw is weak, as it can be added to your deck in arbitrary amounts without impeding deck control. This is more likely to be viable in games where its opportunity cost is reduced, usually because there is a suitable gainer like Artisan or Vampire and a shortage of better targets for it; a specific need for Action-based payload (such as with Tactician) can also somewhat increase Treasury's appeal.
In occasional cases, the topdecking effect can be relevant even if you have good deck control: for example, it can enhance the benefit of added tokens, particularly the +Card token from Pathfinding. Notably, it can also guarantee that you will have a reasonable target in hand for certain start-of-turn and similar effects, such as Mastermind or Citadel. Treasury’s bonus is somewhat counteracted by discard attacks (particularly Minion), so this effect has even less value than usual in their presence. Similarly, its value is attenuated if you want to buy Victory cards early, for example to use them with Shepherd or Inheritance.
