A top decker is a card which causes a card (sometimes itself, sometimes a different card) to be placed on top of the deck rather than in the discard pile.
Top deckers come in four general types: "on gain", "from hand", "from play" and "from discard pile".

On gain
These cards allow (or force) you to place a gained card on top of your deck, rather than in your discard pile.

Secret Passage tells you to put a card from your hand anywhere in your deck.
From play
These cards allow you to place one of the cards which you have in play on top of your deck (to be drawn in the next hand in most cases) rather than being discarded.
From discard pile
These cards allow you to place one of the cards in your discard pile on top of your deck.
Stash can be put anywhere in your deck when you reshuffle.
