Unlike Silver, Improve costs an action to play, so if you're only getting it for the +$2 effect, then you will usually be better off buying a Silver. You need to weigh the extra effect that Improve provides over Silver against the extra action it will take to play it.

It also increases your pile pressure, i.e. the ability to threaten to end the game on your turn by emptying 3 supply piles.

FAQ
Official FAQ
- You can only trash an Action card that would be discarded this turn; you cannot trash a non-Action like Silver, or a Duration card that will stay out (but you can trash a Duration card that will be discarded).
- You can trash the Improve itself.
- The card you gain does not have to be an Action, it just has to cost exactly more than the trashed Action.
- Using this ability is optional, but if you trash a card then you have to gain one if you can.
Strategy
Improve is a terminal Silver. A terminal action card is one that doesn't give any +action back, so playing it terminates your action phase (unless you've first played Villages). A terminal Silver is a terminal action card that gives +$2, like Silver does.
For terminal Silvers like Improve, a key question to ask is "Is this better for my deck than a Silver would be?" Unlike Silver, Improve costs an action to play, so if you're only getting it for the +$2 effect, then you will usually be better off buying a Silver. You need to weigh the extra effect that Improve provides over Silver against the extra action it will take to play it.
One of Improve's main strengths is in the end game. Improve allows you to liquidate valuable action cards on the final turn for extra benefit. This often means trashing your $4 action cards for extra Duchies for a late-game points boost. It also increases your pile pressure, i.e. the ability to threaten to end the game on your turn by emptying 3 supply piles.
Improve can also be used to get rid of Ruins, salvage cards that have diminishing value in the late game such as Chapel, or just as a dummy $3 card to buy on a turn you wanted a $4 but couldn't afford one.
Improve synergizes with restricted gainers. For example, a card like Ironworks can make it easy to acquire $4 actions. If the cards you really want cost $5, you can use Improve to bridge that gap.
