Tax is an Event from Empires. Simply by being in a game, it causes the first buy of any card to give . In addition, Tax can be bought to add more to a pile, functioning as a kind of pseudo-Attack.

Other rules clarifications
Tax got errata in 2022 to trigger when you gain a card in your Buy phase.
- This works if you gain a card by buying it, or if you gain a card in another way (such as Advance or Charm).
- If you gain a Black Market, you can play it with Innovation before taking the from its pile.
- If you gain a card during another player's Buy phase (e.g. with Messenger), you won't take the on its pile.

For Tax, I'd be punishing Action Workshops if I made it "[during your turn]"; on a card that I'm just fixing, not making from scratch, there's sure no call for that.
