+ | Usually we can work out how many Silvers it should be, if someone wasn't paying attention. I don't think I would possibly use "up to" as a solution to memory issues; it doesn't solve the problem, because someone may really really want the maximum they're allowed to get, and feel cheated if they can't get it. The solution would be not to do this wonderful card.

+ | Treasure Hunter was a card a broad swath of casual players loved, that playtesters didn't like much and so got dropped from multiple expansions. It was great to put it into a Traveller slot, where the players who don't like it can just grumble a little before upgrading it, while the players who love it get to have it.

Treasure Hunter is an Action-Traveller card from Adventures. It gains you a Silver for every card the player to your right gained during their last turn. It is not in the Supply, but can be exchanged for using a Page. Treasure Hunter itself, once discarded from play, can be exchanged for a Warrior. There are only 5 copies of Treasure Hunter in the Treasure Hunter pile.
Treasure Hunter is the second step in its line of Travellers: Page - Treasure Hunter - Warrior - Hero - Champion.

[edit] Official FAQ
- This counts all cards gained, not just bought cards. For example if the player to your right played Amulet, gaining a Silver, then bought a Duchy, you would gain two Silvers.
- The gained Silvers are put into your discard pile.
[edit] Other Rules clarifications
- Cards "the player to your right gained" include non-Supply cards, like Spoils or Prizes, as well as cards gained from the Trash, such as through Graverobber. On the other hand, Traveller upgrades are exchanged for, not gained, and do not count for this.
[edit] Strategy
To better understand the Kingdoms and contexts in which Treasure Hunter appears, it may be useful to refer to the overall strategy section for this Traveller line.
Treasure Hunter is mostly relevant as a step in acquiring Warrior and the later Travellers. If it gains a single Silver, this can often be a welcome addition of payload to your deck, since it's likely that you've concentrated on Traveller advancement in the opening. However, gaining two or more Silvers is less likely to be desirable, because adding multiple stop cards to your deck reduces your deck control and cycling speed, slowing down your overall Traveller progression. As such, it’s fairly important to consider how many cards your opponent has gained before you play Treasure Hunter. Gaining multiple Silvers is most likely to occur because your opponent has played their own Treasure Hunter on the previous turn (in addition to buying a card); in this situation the downside of delaying your overall Traveller progression very likely outweighs any benefit you might get by avoiding multiple Silvers. Later in the game, however, it can often be preferable to avoid playing Treasure Hunter, since the need to exchange subsequent Travellers is usually less urgent and the number of Silvers it adds to your deck can become very large. The availability of a Way is sometimes an important factor in considering whether to advance additional Pages, since this allows you to avoid the Silver gaining while still exchanging for a Warrior. In some cases, you may be able to impede your opponent’s ability to play their own Treasure Hunter by making extensive use of gainers, notably Horse gainers.
Occasionally, Treasure Hunter's ability to gain very large numbers of Silvers can be an asset, turning it into an important payload card. In some cases, a second Treasure Hunter can be useful to ramp up your overall payload in the late game once you have deck control. In others, it can help with scoring, e.g. with Conquest or Triumph.

[edit] Should Treasure Hunter have a max limit of Silvers gained?
I continue to feel zero pull towards Treasure Hunter being any different. If you don't enjoy the Page experience because of Treasure Hunter memory issues, there are 29 other kingdom cards in Adventures. I can't make cards people love without having cards people hate.
If I had felt the memory issue loomed too large, I would not have made the card. That was not the experience I had.
