Flourishing Trade makes cards cheaper, and also lets you use Action plays as Buys, which could be handy. So you know, if you play a Village and then go to your Buy phase, those 2 Action plays you had left can both be Buys.
Secret History
Started out as "Action plays can be used as Buys," taken from a Ninja. Then it got the Bridge effect, then lost the Actions-as-Buys part, then got it back as a once-per-turn that could also turn a Buy into an Action, but that's tricky, so then back to just Actions into Buys.
Wording
The root problem is that the game overloads the word "Action." If Dominion had Action cards but Villages gave you "+2 Plays," then it would be easy to refer to Plays. It doesn't and it's impossible and I should never do it. And somehow I did it anyway, twice, and those are the best wordings I had on those two occasions.
