Harsh Winter is a Prophecy from Rising Sun. Once it is activated, every other time a card is gained from any given pile, the player gaining it must take , like an automatic Tax.

Official FAQ
- This applies to both Supply piles and non-Supply piles. Cards gained from the trash affect the pile the card is from, if any. Coppers and Estates are "from" their piles, even if they're cards the players started with in their decks.
- When it's not your turn, gaining a card neither puts on the pile nor removes from the pile.
Other rules clarifications
- Gaining a card with no pile (e.g. using Treasurer to gain an Heirloom) won't add anywhere.
- Reward and Loot are piles and can have ; the Black Market deck is not.
- If you gain a card in your Buy phase in the same game as Tax, you can order the effects. Usually, you'll want to resolve Tax first.

Secret History
This started out as a kingdom card, Jito. It was, cost , next turn + , until then other players take with their cards. A debt Swamp Hag. Then it changed to + , no that's no good. Then okay not a duration, +1 Buy + , and this turn when you gain a card you put on its pile, that works basically like Tax. And we had that experience for a while. It was problematic in multiples or Throned, piles could get giant amounts of debt. As a Prophecy, it's never duplicated; a pile has or no . At first I thought the wording would try to line up perfectly with Tax (with Tax possibly getting errata to make this happen; however it worked best, man, I didn't care if Tax was slightly different in exotic cases).
