Rapid Expansion is a Prophecy from Rising Sun. Once activated, it essentially makes all Actions and TreasuresHasty for the rest of the game, playing themselves automatically the turn immediately after you gain them.
You can order playing each card at the start of your next turn, relative to other such cards and also anything else that happens at the start of that turn.
Other rules clarifications
This even applies to cards that would ordinarily be gained directly to your hand for immediate use. For instance, if you use Mine while Rapid Expansion is in effect, the gained Treasure will be set aside and can't be played on the current turn.
The stop-moving rule can in some cases allow you to interrupt Rapid Expansion's effect. For instance, if you gain a Villa while Rapid Expansion is in effect, you get two competing "when you gain this" movement instructions: Villa telling you to put it in your hand, and Rapid Expansion telling you to set it aside. Since these two instructions activate at the same time, you can choose which one to follow first (and then the other will be blocked by the stop-moving rule). However, this doesn't apply in the case of cards such as Mine (see above) because of the No Visiting rule: in the case of Mine, the Treasure is gained directly to your hand, rather than moved to your hand at a time that conflicts with Rapid Expansion.
