Panic is a Prophecy from Rising Sun. Once activated, it turns all Treasure cards into one-shots, but adds extra +Buy to help you to buy replacements for them.

Official FAQ
- This makes Treasures into one-use cards.
- This can return Treasures to non-Supply piles, but can't return cards with no piles, e.g. Heirlooms (from Nocturne).
- Loot (from Plunder) is returned to the top of the pile.
Other rules clarifications
- This applies even to Action-Treasures that are played during the Action phase, such as Crown or Actions under the influence of Capitalism.
