Initially a Treasure that gained a cheaper card to hand. There are situations where that doesn't work out nicely, so it changed to letting you play the card if it was an Action, while also saying "costing up to ." Then, could also play Treasures, sometimes relevant. Then I made it also an Action for more flexibility.

As always I prefer putting +Buy on the Loot-givers that cause a problem, though Search isn't friendly there. Just, the Loots don't want to be all the same. Spell Scroll is the biggest dud of the Loots for me; man, I wanted a Loot.
