Sea Chart is an Action card from the second edition of Seaside. It's a cantrip that provides an additional card of non-terminal draw if the additional card is a copy of one you already have in play. It is intended to combine especially well with Duration cards you have multiple copies of, since you may have one already be in play from the previous turn when you play Sea Chart.

- If you have a copy of the revealed card in play - including the just played Sea Chart, or a Duration card that you have in play from a previous turn - then you put the revealed card into your hand; otherwise, you leave the card on top of your deck.

Pearl Diver is inoffensive but also very low value. You want it when a cantrip that does nothing is useful.
Sea Chart is a better cantrip. It plays into the Duration cards theme: Duration cards are in play more often, and so easier to draw with Sea Charts.
